Congregate Housing
North Shore Elder Services co-sponsors congregate housing with the Salem and Peabody Housing Authorities: The J. Michael Ruane Congregate Residence for Elders on Broad Street and 75 Central Street in Peabody. Rent is subsidized and varies by income.
J. Michael Ruane Congregate Residence

The Ruane Residence is located in the former Oliver School in historic Salem, situated within walking distance to the Council on Aging, post office, grocery store and other shopping. Each of the 14 units is equipped with a kitchenette. The entire building is handicapped-accessible with an elevator and ramp providing easy access. The attractive and comfortable common areas include a living room, den, dining room, fully-equipped kitchen and wrap-around front porch. Residents also have access to a large-capacity washer and dryer.
Dinner is served seven days a week in the main dining room. Brunch is also provided on Saturdays and Sundays. Common areas and grounds are cleaned and maintained by the Salem Housing Authority.
Personal Support Services
A congregate housing coordinator is available each weekday to oversee programs, services and activities. Services available to each resident include but are not limited to:
- Housekeeping
- Laundry
- Shopping
- Personal Care
- Transportation to medical appointments
- Day Care
- Personal Emergency Response System
- Money Management
Community Support Services
- Social and recreational activities
- Assistance in finding community resources
- Senior Dining
Eligibility
An applicant must be:
- Be at least 60 years of age or an adult with disabilities
- Be capable of independent living with the available supportive services
- Meet Housing Authority financial and eligibility guidelines

75 Central Street
75 Central Street

Located next door to the Torigian Community Life Center and a few minutes by car from downtown Peabody and the North Shore Mall, this historic school building has been renovated to provide elder, disabled, and congregate housing. Twelve of the 78 apartments in the building are congregate units, combining both private and shared living spaces. Residents have their own private sitting room/bedroom, private bathroom and ample closet space. The dining room, living room and kitchen are shared. Laundry facilities are located in the building.
Since 75 Central Street is a supportive housing site, residents living in the congregate apartments receive the additional benefit of full access to the supportive living program. A personal care homemaker is on site 24 hours a day, 7 days a week to assist with non-medical emergencies. Continental breakfast is available daily and a home cooked evening meal is served Monday through Friday in the community room.
